The Tennessee Valley Authority created the lake as a reservoir for local residents through the construction of the Tims Ford Dam along the Elk River, completed in 1972. Every year, on the first weekend in May, Winchester welcomes scores of visitors to the International Dogwood Festival, a three day extravaganza of live music, car shows, fashion shows, local vendors and of course, the beauty of the blooming Dogwood trees that give the festival its name.
